Why Do You Need RPAA Registration?
RPAA (Retail Payment Activities Act) is a separate regulatory framework for payment service providers (PSPs), supervised by the Bank of Canada. Companies whose activities meet the RPAA requirements must register with the Bank of Canada.
For companies already registered with FINTRAC as an MSB or FMSB and developing their PSP activities, RPAA registration can be an important next step in building a comprehensive payment infrastructure.
At the same time, MSB/FMSB registration and RPAA registration are separate regulatory regimes. Having an MSB/FMSB registration does not itself replace RPAA registration.
What Does RPAA Registration Provide to a Company?
🏦 Official Registered PSP Status
Following successful registration, the company becomes a registered Payment Service Provider and is included in the Bank of Canada’s public Registry of Payment Service Providers. The registry displays information about the company and the payment functions it performs.
🤝 Greater Trust in the Payment Business
The Bank of Canada’s regulatory supervision is designed, among other objectives, to support confidence in PSPs and the payment ecosystem. For a company, this provides an opportunity to demonstrate a transparent and publicly verifiable regulatory status to partners and clients.
🏦 Stronger Position When Working with Financial Partners
Public Registered PSP status can be an important part of a company’s regulatory profile when working with banks, BaaS providers, payment institutions, and other financial partners. Onboarding decisions remain subject to each partner’s own compliance and risk requirements.
⚡ Opportunities to Develop Payment Infrastructure
The Bank of Canada notes that registered PSPs may potentially gain access to other core payment systems, including the Real-Time Rail, which is currently under development.
📈 A Foundation for Further PSP Development
RPAA registration complements a payment company’s regulatory structure and creates a more structured foundation for developing payment services, working with financial partners, and scaling payment infrastructure.
At the same time, RPAA registration is not simply about submitting an application. A company needs to properly describe its business model, payment functions, transaction flows, end-user funds, third-party providers, operational risks, and safeguarding mechanisms, and comply with applicable ongoing compliance and reporting requirements after registration.
